Where's the full macOS 13 Ventura installer?

I alpha (and beta) test music software and often have to do a fresh install, but when I do, it’s reverting back to Monterey and I’ve got to upgrade to Ventura from there. Is that due to the boot macOS always reverting back to the OS it shipped with until a full install of the next version erases the old boot sector?

When I had a couple interrupted attempts — the Software Update offered the full installer...

you can download it directly using the Terminal.app, — to see all installers copy and paste:

softwareupdate --list-full-installers

—to download Ventura, copy and paste:

softwareupdate --fetch-full-installer --full-installer-version 13.0
