iPhone 13 mini not updating

iPhone 13 mini. States 15.7.1 is current version. Wife is running iOS16. Same phone and same carrier account. New Apple Watch won’t set up because iOS is not updated. I’ve tried measures from the articles

You need to delete the ios 15 beta profile you installed, reboot the phone, then try again.
