Cant block twitter
I put twitters website in never allow in the content restrictions thingy but it doesn’t block it I still can access it

Have you followed the steps correctly is not known to me, however here is the correct process.
Please use Screen Time Restrictions
Settings > Screen Time > Content and Privacy Restrictions > Content Restrictions > Web Content > Limit Adult Website [Tick]
Under Never allow
Add Websites.
