what if i dont know who the previous owner of my apple watch is

There is nothing you can do to bypass activation lock

 What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else - Apple Support 

You either find the previous owner or you recycle the watch. You can never use it as it is. Apple will NOT help you. We cannot help you. You can wear it as a wrist ornament, but not use it as an Apple Watch.
