Can i switch my iphone 13 pro max apple care plans to newer 14.99 every month plans or not.

Depends on where you are in the world.

Once your current plan expires, you can change to the monthly version if you live in one of the following countries:

Australia, Canada, France, Germany, Italy, Japan, Spain, the United Kingdom, and the United States
