Siri does not respond in camera app

I have the shortcut ‘Say Cheese’ set up on my iPhone so I can take a picture without pressing a button. However, Siri refuses to respond to my voice when I am in the camera app. The only way I can get her to respond while I am in the camera is by pressing the side button. This defeats the whole purpose of having Siri take the photo because the motion makes the camera move. Siri responds just fine if I am reading on the internet or using other apps. Why won’t she respond when I am using the camera app?

Knowing that the shortcut works as expected when not in the Camera app is a great step for isolating the issue. Since the shortcut works when in a different app or no app at all, that's a good indication the shortcut is working as intended.
