older iPod touch will not join iPhone 11 Max's hotspot

The iPhone's hotspot works with my current iPads, with my wife's iPhone X, my current laptop, but older iPod Touch, older Android tablet will not connect - they say "Unable to connect to Network" or "Authentication Failed". They will both connect via Bluetooth, but I want to use wifi as I have something else connected to the Bluetooth, plus BT is slower.

I have reset the Network settings on both, I have done hard resets on both, I have turned the wifi on and off many times, I have hit "Forget", I have tried "Static IP Settings".......none of the typical things work.

It seems to have something to do with the device being older, because both devices easily connect to my home wifi, so it is something to do with the iPhone's hotspot.

Suggestions?

Use these steps first

Restart the iPhone or iPad that provides Personal Hotspot and the other device that needs to connect to Personal Hotspot. Make sure that you have the latest version of iOS. On the iPhone or iPad that provides Personal Hotspot, go to Settings > General > Reset, then tap Reset Network Settings.

If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi

The Hotspot is a carrier-specific feature. Contact your carrier, if it is not appearing on your device.

Also, check the following

  1. Network coverage and stability
  2. Data Balance
  3. On your windows (See if WiFi Auto Joins is enabled)
  4. Also, check if you have any stronger WiFi signal around your computer.
