How to fix this "Confirm Device Password" popup

How to stop new Macbook Air notification "Confirm your device passcode to keep using iCloud. This passcode also protects access to data stored in iCloud"

I am signed into iCloud alreadt - and when I click on "Continue" the notice disappears and there's a "1" under Apple ID - When I look at Apple ID, (to sign out to restart this whole screwed up process) it asks if I want to "download a copy of my iCloud photos to this mac?" If you don't download a copy, photos and videos that have not been fully downloaded will be removed from this Mac. These items will still be available on other devices using iCloud."

My choices are "Download" "Delete from Mac" or "Cancel"

I want to keep what I have on my laptop - on my laptop. Nothing is uploading or downloading and I don't want 25K photos put onto my new laptop.

I just want to get rid of the notice. And to do that, I am told I need to sign out of iCloud on this new MBA. Please advise... Thanks

The device passcode it wants is your iPhone or iPad's numeric passcode. It's ok to provide it.

From what you describe, you elected to store your photos in iCloud. You can turn it off: Set up and use iCloud Photos - Apple Support. That will accomplish what you seek:

I want to keep what I have on my laptop - on my laptop. Nothing is uploading or downloading and I don't want 25K photos put onto my new laptop.

The notice offers no place to put in the device passcode. It immediately disappears when I touch “Continue.“ Then it reappears when I leave the screen.

it does not show up on my iPhone.

Thanks. I cannot envision what's going on with your Mac, and asking for screenshots and additional iCloud-related information may lead to in revealing personal data that should not be revealed on this publicly viewable website.

I believe you will need to contact Apple, who can (with your consent) easily enable screen sharing with both devices so they can see what's going on. Start here: Get Support, and set aside a few minutes when you can work undisturbed with the affected devices.

In the meantime see if you can turn off iCloud Photos, since that is a feature you clearly do not want.
