I want to transfer my Apple Care from my old phone to my new phone
Transfer Apple care + from my iPhone 12pro to my new iPhone 14 pro. Can that be done?

No. Each phone gets its own Apple Care+.
You can cancel the one from the iPhone 12, get a prorated refund for it(if its the one time charge version), and then get Apple Care+ for the new one.
