Apple Cash

My account was restricted and I called and they asked me to verify my identity. Once I input my information, the page will just take me back to the beginning and make me fill out everything again. How do I fix this?

Apple cash permanently restricted My account has been restricted for like a year. I have never really used it. I tried to verify when I was like 15 years old and now it is permanently locked and can never be fixed?
