Bluetooth on iPhone says iPad not supported and on iPad say iPhone turned off

What are you trying to accomplish exactly?
There is no support for direct pairing iPhone to iPad over bluetooth except for Personal Hotspot.
For everything else that requires bluetooth, it just needs to be turned on, but no pairing is required or possible.
