Am I the only one who didn’t get the iOS 16 update

Correct. an iPhone 7 Plus is not compatible with iOS 16. 15.7 is currently the most up to date version it can run.

iPhone 8 and later only.

No, the 7 series cannot run iOS 16, currently iOS 15.7 is as high as you can go.
