Purchased a iphone 14 pro on apple.con/jp, used my Indian credit card for purchase.
I was not charged for sometime and recently was notified that payment method is not supported.
I tried using a local credit card (japan) but nothing seems to work now.
Anyway i can get rid of the problem.
My account is based in India and i'm trying to ship this someone is Japan, is this allowed?

You can not purchase from the Japanese store unless the payment method you are using has a Japanese billing address.
You can’t use a card issued in country A to order anything from the store in country B even if it is being shipped to an address in Country B.
I called the Japan customer care and they informed the credit payment was declined but as per the credit card company the merchant has never initiated the transaction I’m not sure how to convey this to the Japan support now, Any suggestions
If your credit card billing address and the shipping address match and are in Japan then you need to order from the Japanese Apple Online Store. Are you doing that?
As far as I know, Apple ships within country of purchase. You can contact them and ask to make sure.
Apple does not ship internationally, if you are attempting to buy this device from the Apple Online Store in India you cannot have it shipped to Japan.

I used a CC which is issued in Japan, but that also did not work.
And both billing and shipping address are in Japan?

In that case call Apple in Japan and describe the difficulties you are having.

Log into the Japanese online store and do a chat if available.
