Lost my phone
I lost this device and cannot find it. Find my iPhone isn’t enabled so I cannot even use that. I was wondering if there was a way for find my iPhone to be turned on without physically having the phone?

No. There is no way to do that. The thing is that even if Find My was enabled on the lost iPhone, then you would have still NOT been able to turn the iPhone ON remotely.
