My iPad won’t allow me to turn off background app refresh or change any app to off. Background app refresh is on and grayed out. What do I do to fix this?

Then if you toggle it on you can see what apps have it on (most will since having it on is the default install) if you toggle them off here they should be off in the individual apps…or leave it on here and turn it off in each app.
If it is not there is your device managed by someone else? Did you get it from work or school?
Is your ipad cellular? I wonder if there’s a setting in the cellular part that says what it can be used for
try to go to settings, app store
then down there is ‘in app content’ and toggle that on.
When i toggled that off on my phone my background app refresh turned to ‘wifi’ like yours
Go to settings, general, background app refresh…turn it on at the top, then you can see the individual apps where you can toggle it off.
it’s kinda weird in that, in each app, you can’t turn it off if you have it off in the ‘master’ location under ‘settings, general’, but you can turn it off app by app, or in its entirety there.
My location settings are on but there is no button to turn app refresh on/off. Yet next to app some of the buttons are on and some off. It won’t allow me to turn the individual apps off or on. It is like they are frozen.

turn on location settings, go back to the background refresh settings turn off/on whatever you want. also try turning off low data mode.
There is no button showing I can turn app refresh on or off.
