Sharing Netfix or Apple tv on various divices
I have downloaded Apple TV movies on my phone and can’t see them in my downloaded files on my ipad?

If you downloaded them to your iPhone, then that's where they are. They would not be on your iPad unless you download them to your iPad. Downloads are device specific.
Netflix is similar I that respect. Downloads are device specific.
Netflix Imposes other limitations to their specific downloads. Apple has no relation to what Netflix does.
