Selecting / Highlighting Text in Preview

Has anyone else noticed a bug or issue in Preview that prevents text selection? I have Text Selection tool selected and ** not able to select or highlight text. This seems to go on until randomly I'm able to highlight and select text again. Then randomly it turns back off. I can right click and it will highlight whatever word is clicked on, but I cannot drag the selection.
