I uploaded a song to my iCloud Music Library via iTunes, but it's not showing on my iPhone's Apple Music library! I uploaded it after deleting it from my library AND right-clicking and hitting "Upload to iCloud Music Library" afterwards.

See Identify cloud status icons in your music library on your Mac or PC - Apple Support. Check that the item in question has become matched or uploaded. If it is waiting, ineligible, error, etc. then the track will need to be fixed before it will sync to the iPhone.
