Shutdown Mac from Setup Assistant

I would like to be able to shutdown from the Setup Assistant screen in MacOS Monterey. The device is a MacBook Pro from 2020. I used to be able to do this in previous versions of MacOS. However, the key combination Command-Q seems to no longer work. Every time I press it, it just makes a pop sound as if I had pressed an invalid key and there are no messages or prompts. How can I properly shutdown MacOS from the Setup Assistant without completing it? Thanks.

I know that you must at least get past the language selection screen before you get the menubar and option for Command + Q or the Apple menu to select Shutdown. At some point you should get the menubar. I know this works for Big Sur. I've never tried it with Monterey.

Apple does indeed recommend Command-Q to quit Setup Assistant and then choose Shutdown:


After installation is complete, your Mac might restart to a setup assistant. If you're selling, trading in, or giving away your Mac, press Command-Q to quit the assistant without completing setup. Then click Shut Down. When the new owner starts up the Mac, they can use their own information to complete setup.

Unfortunately, there is no bar at the top during Setup Assistant, so no Apple menu. The Back button only brings me back to the "Hello" screen. I don't want to hold the power button as that is not the appropriate way to shut down a system.


Now, here's something interesting: I have another MacBook (we are an IT department that supports many Macs) which is also running Monterey, and after reinstalling MacOS, it did give me the option to Shut Down when pressing Command-Q just as expected. So I believe something specific going on with the previous MacBook where the Command-Q does not work.
