Mac Mini Server does not start Recovery

I have a Mac Mini Server (Late 2009) in which I tried to install macOS X El Capitan. This Mac Mini doesn't have any version of macOS. When I turn it on, says that the Hard Drive has been deleted and sends me to a page that doesn't exist.

I have tried the Command+R key, but macOS Recovery doesn't work.

I don't have any other Macs at my disposal, so I can't make a bootable USB or other installation methods that require an ISO or DMG file.

You need to install OS X from a disc or a bootable installer before you can update to a later macOS .

It’s not a server software, but you can also use a white retail Snow Leopard Upgrade DVD.

Do not buy a gray 2 disc set, because they are system specific and will not work.
