Unlock Notes with old Apple ID
The system is asking for my old apple ID password to unlock my locked notes. How can I recover that since my passwords are in the locked notes.

It isn't asking for you old Apple ID Password unless you used the same password to lock your Notes. If you cannot recall the Notes password you will not be able to open that note.
