Iphone 14 Voicemail won't set up greeting com.apple.mobile-phone error

My Iphone 14 Pro Max with IOS 16.01 voicemail greeting wont' set up. It says I do not have voicemail set up when I call my number. Every time I try to record a greeting I get the error message "The operation couldn't be completed. (com.apple.mobile-phone error 1035).

I have tried turning my phone on and off. I have tried resetting the network settings. I have tried Wi-Fi on and off. Nothing works.


What else should I try?

Let me add some information. With my pervious phones, I just would switch out my physical sim card and my virtual voicemail was always there (Iphones 11, 12, 13, etc). When I got my Iphone 14, it only had the choice of an esim, so I called my Carrier to get my phone activated. I have Consumer Cellular. Once my phone was working, I had to set up my voicemail with Consumer Cellular (which I never had to do previously because it would always be there with my new phones/old sim card. The difference this time was that I had a new esim, which meant I was like a "new" phone. Thus, I had to set up my voicemail all over again.

However, my virtual voicemail, which is indeed supported by Consumer Cellular with past phones, is no longer working!

I get the error message above when I try to change or add a greeting on my Iphone.

HELP!!
