Apple ID

hello guys, I have an Apple Watch serios 5 when I completely reset it and started pairing it with my new iPhone. The watch says: "Apple Watch is locked by the owner"
even when I enter the correct Apple Id and password, they still say incorrectly, although they are connected to this Apple id. What should I do? Answer please!
