hello …please my I phone 8 plus stolen about a month ago and I don't think I will get it back unfortunately its still off line until now ....my question is can I use my I cloud on a new iPhone ? and the day my phone was stolen I took some photos for my children that is not on I cloud cause I didn't have any internet access for two hour that day . Can I restore the photo some how?

Yes. You can use your Apple ID / iCloud account on a new iPhone just fine.
If they weren’t backed up or uploaded to iCloud Photos, there’s no way to get them now.
You can log in to https://icloud.com with your iCloud account. and see if your photos can be found in the Photos app there.
