Is the only region that apple pay works in the US, or can it work in Australian Region

I have read all the forums and I still cannot get apple pay to switch on in messages. The only thing I can think of is that I notice the comment about making sure the apple pay region is US, but I dont have a US phone, I have an Australian phone Iphone 11 with latest software, but region Australia, does that mean it cannot work?
