Correct. Unlike iOS16 for iPhone, released 12th September (iOS 16.0.1 subsequently released 16th September), iPadOS16 is not due for release until sometime in October.  For reasons known only to Apple, release dates for iOS for iPhone and iPadOS for iPad have been deliberately staggered.

However, iPadOS 15.7 was also released 12th September - incorporating essential security updates.

While iOS16 is available for iPhone, iPhone owners have the option to just install iOS15.7 at this time.

As for your “PE8000” error, you’ll need to seek assistance from your Cellular carrier.

Ok, for the phone I’d suggest that you go to the phone specific part of the forum and start another thread there.

you’ll find the folks that know their way around the iphone infrastructure that may be able to point you to a solution.

The ipad only updating to 15.7 is normal. Ipad OS 16 comes out in October (says apple)

IOS16 being only for phones is not weird it’s normal.

It’s been widely publicized that iOS16 is for phones, iPadOS16 is for, well iPads. And is due out in October.
