Someone stole 2 of my phones, an iPhone 13 pro and an iPhone 13 pro max. I have serial numbers and imei numbers. Can the phone be found in any way? iCloud was not entered. They were stolen unactivated. Now they activate phones...

Nope. Without FindMy enabled, there is no way to track the device.
