i wanna change my country but it says you must to spend your balance but i cant dl any thing cause i have 0.16 dollar in my balance and im living in turkey what should i do now

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
