Welsh language
I have updated my iphone xr to ios 16, I have changed my preferred language to Welsh,
but nothing has changed the calender and all functions are still English.

Apple publishes its the list of languages supported in the tech specs. I think it is currently only about 32, so they have a long way to go to cover everyone.
