On IOS16 Iphone 13 pro, I try to disable battery percentage, and move its toggle to off/on position, but battery percentage does not change and always appears in a status bar.

Have you tried resetting all settings? If you erased the phone and the battery percentage went away, that would be because when you erase the phone, all settings are reset. Now that you restored the backup and the toggle won’t work again, resetting all settings might fix it.
Note than when you reset all settings, you have enter all of your preferred settings again, one by one. It can be a pain and it takes some time, but it might fix the issue.

I'm also having this issue and from Reddit posts and other forums it seems more people are as well.
Although I haven't personally done this myself, I have seen comments from other users who have done a hard reset but are still experiencing the same issue.
Has this been raised as a bug with Apple ?
Tried it, won't help. Even tried to fully backup the phone and erase it, and then restore it. So after erase I see the regular battery (no percentage), but after I restore from iCloud, the percentage is back and I can't disable it.
I’m glad that you got it resolved. As I said, it is a pain to reset all settings and it takes time to enter all preferred settings again. I’ve done it several times in the past, but it has worked when I needed it.
Try a forced restart and when the phone completely reboots, try the toggle again. Ins tractions in here for forced restart.

Full reset for settings (without icloud restore) solved the issue. Had to spend a lot of time to redefine all the settings again though
