My Apple Watch doesn't turn on when I look at it or tap it.

Try this first;

Then check in control centre to see if you have theatre mode turned on and turn it off;

According to Apple:

To force restart your Apple Watch, press and hold both the side button and Digital Crown for at least 10 seconds, then release both buttons when you see the Apple logo. 
