My version 7 iPad has updated to iOS 15.7, However, will not update to version 16. I have 61 GB of memory remaining out of 128 GB.
I have rebooted the iPad several times and attempted installing through iTunes without success. I have also attempted to remove iOS 15.7. However, 15.7 will not uninstall. I have also tried to install with and without power connected to the device.
Suggestions are appreciated.

However, iPadOS 15.7 was also released yesterday - incorporating essential security updates.
