My guess is the hard drive is failing. Enabling & disabling encryption makes a drive work very hard. Keep in mind this may only be revealing an existing fault and is not necessarily causing a hardware failure. Try running the Apple Diagnostics to see if any hardware issues are detected. Unfortunately the diagnostics don't detect many drive failures. While there may be other ways of checking the drive's health for certain Mac, you did not provide the exact model of the Mac to know if this is a possibility.

FYI, turning Filevault off rarely solves a performance issue and usually ends up causing more problems because it is impossible to run file system checks or data recovery apps on a drive that is in the process of encrypting or decrypting. I've only ever encountered one case and read about a couple of others online where Filevault for some reason has a fit and turning it off & back on resolves the problem, but this is extremely rare in my experience. If you suspect a problem with Filevault, most likely something else is the real source of the problem.

Three things.

1 - Kernel Panics usually occur dues to Hardware Failures and / or Third Party Kernel Extension installed.

2 - The current stable version of Monterey is now 12.6 as of Monday Sept 12, 2022 and also brings a Newer Version of Safari 16 as a separate installation

3 - Understand, we are all working Remotely from all around the world.

Therefore, we do not have the On-Hands experience the User ( you ) has with this computer.

The next best thing for us to having a semi - actual On-Hand experience  with this computer is to follow the steps below

Download the Application Etrecheck directly from the Developer.

The application is free or paid from added features.

It will take a Snap Shot -  both the hardware and software.
