Swiping up on my Apple Watch face does NOT bring up Control Center -- How do I fix that?

Force restart by pressing both the digital crown and side button at the same time until the apple logo appears, then release

In case it helps, I had this issue with earlier versions of watchOS 7, but it has been resolved in the more recent releases at least for me. It may be worth checking and updating your software if available :)
