No, iCloud is a synching service. If you delete videos from one device, they will be deleted from all devices and iCloud. If you have items you want to keep, it is not a good idea to save them in iCloud as it is easy to accidentally delete them. Photos, data or anything you want to save shoud be saved to your computer or an external drive.
