Got it. To clarify, are you seeing a spinning wheel under "Other Devices" when you tap Settings > Bluetooth, or does nothing load at all when you open that screen?
If you're seeing a spinning wheel next to "Other Devices," you might need to put your Bluetooth device into pairing mode: Pair a third-party Bluetooth accessory with your iPhone, iPad, or iPod touch - Apple Support

On the other hand, if the Bluetooth screen isn't loading at all, try restarting your iPad and try again: Restart your iPad - Apple Support
