Is your iPhone carrier locked? See How to unlock your iPhone for use with a different carrier - Apple Support

If you can't activate your iPhone or iPad (Wi-Fi + Cellular) – Apple Support (UK)

If you get an error message on your computer that says that the SIM card isn't compatible or is invalid, contact your network provider.
