Answer was helpful, however a piece is missing. When a new domain is created, there is a fee for its registration and a fee for privacy protection if you want that. The Apple documentation does not address who pays the fees for domain registration and privacy.

Thank you for getting back to us. The documentation does not address who is paying for the domain registration because it is not to get the domain, but rather to allow you to use a custom domain name you have already have with iCloud email.

You pay for it. Its your domain and you are registering it. Apple only offers the option of redirecting the email you get on it through iCloud nothing more.
Thank you for that clarity. I wish Apple would put that in the materials they present.
