Apple Preview not saving highlights

I see that this general issue has been raised several times before, but I have a specific question about how to resolve it. Apple Preview often does not save all the highlights -- regardless of auto vs. manual saving, safe mode, etc. After using Preview on hundreds of docs, it seems that it is reliable if the doc contains no hyperlinks, but not reliable (saving maybe 1/2 of the highlights) if the doc contains hyperlinks.

Is there a way to disable hyperlinks in a PDF? Perhaps that would fix, or at least mitigate, the Preview bug.

I've had this issue with Monterey and at least the past 3 Apple OS's on several different MacBooks (M1 and Intel).
