No. That's what location services is for. If it's off, the iPhone is simply not updating its location at all.

Find my IPhone location broken Does anybody know why my location is always wrong on other peoples find my iPhone, it says I’m at home but I’m somewhere else. It’s like it get stuck and won’t catch up to where I am. Everytime I have to stop sharing and reshare my location for it to update with everyone
