Can I get my money back to bank account from my apple balance

If you mean your Apple Cash balance in the Wallet, yes→Transfer money in Apple Cash to your bank account or debit card - Apple Support

If you mean the iTunes & App Store account, probably not, but if you click on Get Support at the top of this page and navigate to iTunes & App Store you can discuss it with an Apple account consultant.
