I need to restore my Epson Perfection 4490 Photo scanner, as it no longer works with the new MAC OS.

If you check the Epson Support page for the 4490 you will find drivers for Catalina (10.15) as well as Big Sur (11.x) and Monterey (12.x).

You may want to have a look at the following Epson support page. Different regions may offer different drivers.
Image Capture can be used for scanning (an ICA driver may be needed).
If necessary, you could perhaps check whether a commercial product such as VueScan would be of interest.
There is an ICA Scanner Driver v5.8.11 for Apple's Image Capture utility under the Epson link above. Would this be adequate (also for VueScan)?
Maybe. Best to confer with Hamrick about this scanner support issue. They may also only support the 4490 on a platform that still runs 32-bit software, or not support Apple Silicon platforms, based on the age of the scanner.
This is one of those older scanners where VueScan requires a functional Epson driver installation as a precondition for VueScan support of the device.
