I have the exclamation mark in circle not in globe with support.apple.com/Mac/restore . how I fix it?

My Mac keep's showing a globe icon with ! sign inside and an error message apple.com/support -3001F I have a Mac that keep's showing a globe icon with ! sign inside the globe with and error message apple.com/support -3001F I have tried the internet recovery mode but it will not connect to the internet recovery mode, internet is good and connect to other devices but it will not connect with the mac.
