I bought a apple watch 7 from a third party and have found that it is still paired to another phone.

I cannot contact the seller who no longer is in the area.

I've tried doing it myself following the instructions given by Apple support but it does not make any changes. ??

Do I have to go to the Apple store to reset the watch and pair it to my iPhone?

No Apple won't do anything, that watch is useless since it tied to the original owner and had icloud activation lock on it. You probably bought a stolen watch.
