A helpful thing to note in follow up messages is what happens when you attempt to download these offloaded apps. Are there any error messages? If so, what do they say?
Here are some steps that may help -
If you can’t download or update apps on your iPhone or iPad
1. Open the App Store and sign in
If a blue account button has appeared at the top of the App Store, you may not be signed in. Tap it and sign in with your Apple ID. Find out what to do if you've forgotten your password.

2. Update the app manually
In the App Store, try to update the app manually.
3. Check your payment method
You may need to have a payment method on file, even if the app you want to download is free. Check which payment method you have on file and make sure it hasn't expired, been declined or failed.
If you can't update your apps and you're seeing a message that says "your account is disabled in the App Store", there may be a problem with your payment method. Contact Apple Support for assistance.
4. Prioritize the download
From the Home screen, touch and hold the app. From the menu that appears, choose Prioritise Download.
5. Restart your device
Restart your iPhone or restart your iPad.
Then check if you can download or update apps.
