Boot macOS Safe Mode: hhttps://support.apple.com/guide/mac-help/start-up-your-mac-in-safe-mode-mh21245/mac

And if the SMC reset

Mac SMC Reset: hhttps://support.apple.com/en-us/HT201295

as well as NVRAM reset

Mac NVRAM Reset: hhttps://support.apple.com/en-us/HT204063

All fail to solve your problem, and since you installed macOS clean, I would say you have a hardware problem.

Possible problems.

  • Failing Discrete GPU chip (common on the 15" MacBook Pros)
  • Failing 3rd party RAM (common on Macs where the RAM has been replaced with a 3rd party product).
  • Failing USB Device plugged into the Mac. If this is a Thunderbolt based Mac, then could also be a failing external Thunderbolt device. Obviously, unplug all external devices.
