iPhone 13 ProMax…. I have turned on my SMS in Settings and it still doesn’t work. Only iPhone users can see my messages. What do I do

Contact your cellular carrier. The SMS switch in Messages settings is not for you to be able to send SMS to non-iOS users. That is only for sending as an SMS an iMessage that has failed. To send SMS to a non-iOS user, you have to have an SMS/MMS plan applied to your account by your carrier. They have to troubleshoot that issue.
