Unable to pay with apple Balance or Gift Card - both have enough money

I'm trying to make a purchase from the Apple Store (Apple.com, not the App Store or Music). I have a gift card that I know has more than enough money. When I Apple it, it says that my purchase is covered with the card and no additional payment is necessary. Yet when I place the order, it says


Your payment authorization failed on card ••####. Please verify your information and try again, or try another payment method.


Also, the numbers ####, do not match the last 4 numbers of the gift card.


So I tried using my Apple Store Balance, the one I use for Apple Store, etc. Again, the purchase is fully covered, yet I get the error message:


Your payment authorization failed. Please verify your information and try again, or try another payment method


So, I called Tech Support and we discovered that while it wouldn't accept it for in store pickup, it worked for items to be delivered, however my order has been "processing" for 2 weeks now yet it was scheduled to be delivered 4 days ago.


I tried using a different browser, purchasing as a guest, and even using my phone on cellular data to generate a different IP address. I have no idea what the issue it. Right now Apple has almost $1,000 that I can't use.


Any advice would be appreciated.

Um, I might have. The iPad that I ordered online, the one that was supposed to be here two days later, finally shipped almost two weeks late and arrived two days later. My Apple ID balance was correctly adjusted. A second order of the iPad, placed nearly a week later while as a troubleshooting step, attempted to ship the following day but did not because my Apple balance now did not have enough. I suspect that the delay on the iPad delivery was a warehouse inventory issue that we (myself and everyone looking into the issue) all assumed was related to the issue of not being able to purchase it in store.


Prior to this iPad shipping, I spent nearly three hours in the Apple Store with three staff members. The original staff who I interacted with when I entered the store, the store manager, and a mid-level manager who worked in the call center and knew the in-s and outs of it. I notified them that the iPad arrived and that problem 1 is solved. I suggested that II try and order my hard drive and AirPods for delivery but wanted to wait for their OK first.


They (the Apple Retail Store) reached out to me last night asking for the gift card number, since the number I supplied was only the Pin. I replied and told them that was all I had and send them a screenshot.


I just now placed the order for delivery and while the estimated date for delivery changed from before and after I submitted the order, it took and the one item should arrive before my wife's birthday so I'm good with that.
