Why does my iPhone needs wifi to download an upgrade. I have enough internet to get that done

My iPhones keeps saying wifi needed before I could upgrade the version

Apple's support document Back up iPhone says that only iPhone models which support 5G can use mobile phone data to download an update. These models are iPhone SE (3rd Generation) and iPhone 12 range or later. Your XR must use Wi-FI.
