Mac mini won't finish booting up

Apple logo and what looks like completed line are frozen.

Have restarted, unplugged and restarted, unplugged and restarted while pressing Control + R...when I turn it back on, the apple logo and line reappear.

Mac mini, macOS 10.15

If you are using a wireless keyboard, then it is most likely unpaired from the Mac mini. To startup using key commands, you need to dig out, barrow or buy a USB keyboard. Most any Generic, Logitech or PC USB keyboard will work.
